President Isaac Herzog Cancels Visit to COP29 Over Turkish Airspace Dispute

Israeli President Isaac Herzog has canceled his planned visit to the United Nations COP29 climate conference in Baku, Azerbaijan, citing "security considerations." However, a Sunday report revealed that the true cause of the cancellation stemmed from Turkey's refusal to grant Israeli planes access to its airspace.
According to Ynet, officials in Azerbaijan were taken aback by suggestions that their country was unsafe for Herzog's visit. Azerbaijani representatives emphasized that their country had guaranteed security for Israeli officials in the past and reaffirmed that Baku is one of the safest cities globally. They confirmed that the real issue was Turkey's refusal to allow Israel's state airplane, the "Wing of Zion," to fly through Turkish airspace.
The situation arose because a direct flight from Israel to Baku would need to either fly over Syria, Iraq, and Iran—an impractical and dangerous route—or over Turkey and Georgia, which was blocked by Turkey. Despite intensive diplomatic negotiations between Israel and Turkey, no resolution was reached, and Turkey denied permission for the flight.
While Herzog canceled his attendance, the rest of the Israeli delegation, which includes three ministers and other officials, proceeded to Baku via commercial flights through Georgia, arriving on November 11. The delegation is under tight security due to Azerbaijan's proximity to Iran.
Israeli Pavilion at COP29
Israel's participation at COP29 continues despite the setback, with its pavilion showcasing 20 climate startups and facilitating various events. The pavilion also highlights the issue of Israeli hostages held by Hamas in Gaza. In addition, Rabbi Yonatan Neril, founder of the Interfaith Center for Sustainable Development, is participating in interfaith dialogues at the Faith Pavilion.
Despite protests from anti-Israel activists, Israel's presence at COP29 is seen as an important part of the global effort on climate change. Foreign Ministry climate envoy Gideon Behar emphasized Israel's commitment to contributing solutions and technologies to the global climate challenge.
