Financial Assistance for Evacuated Residents in Northern Israel

Starting on March 1, the Israeli government will offer financial benefits to residents of the North who were evacuated following the October 7 massacre in 2023. Finance Minister Bezalel Smotrich and Minister Ze'ev Elkin announced the new program in a press conference on Sunday. The plan, which depends on security assessments, will help facilitate the return of these residents to their homes.

Smotrich indicated that Israelis should wait until January 20 to better understand the basis of these security assessments. Meanwhile, the government continues to provide support for evacuees, including an extension of hotel and rental funding until February’s end. Local authorities will also receive funds to restore infrastructure, including renovating schools and public buildings, in preparation for residents' return.

A key element of the program is the introduction of two personal stipends. The "returning home stipend" provides NIS 15,360 per adult and NIS 7,680 per child. Evacuees who have been renting apartments will automatically receive the stipend and can decide whether to stay until the school year ends or return home sooner.

Another aspect of the program is the "property stipend," which helps evacuees address potential home damages. Families can choose between a standard stipend of NIS 10,000 per adult and NIS 5,000 per child or apply for compensation based on Israel Tax Authority assessments.

The total cost of this program is NIS 3.4 billion, funded by a portion of the 2024 and 2025 national budgets. While the initiative is seen as a positive step for residents, some experts, like Dubi Amitai from the Israeli Business Sector, urge for a more comprehensive plan for regional economic and social growth.

This marks the first stage of a broader five-year plan aimed at revitalizing the North and ensuring the safety and prosperity of those returning.
